This guidebook provides guidance for educational practitioners to ensure all students have access to high-quality preschool programs. While the term “early learning” refers to educational experiences from birth through third grade, this guidebook focuses on one specific aspect: preschool. Specifically, this guidebook is intended to support planning for free public preschool and wrap around services (such as transportation and lunch) for all 3- and 4-year-old children via district and community-provided programming.
