This guide is for state agency staff who must make decisions regarding their state’s disproportionality analyses and those who analyze disproportionality data or interpret the results of those analyses. While this guide is intended to be as user friendly as possible, some of the methodologies and calculations discussed in this TA guide assume users have a certain level of technical knowledge or expertise with regard to analyzing and interpreting special education data. This TA guide is not intended for general audiences who do not have that level of technical knowledge or expertise.
