This report is a summary of The American Institutes for Research and WestEd’s 5-year evaluation of the educational environment for English Language Learners (ELLs) in California under contract to the California Department of Education, identifying an array of factors that made a positive difference for ELL achievement, not only in California but potentially across the country.
